Our multi-disciplinary team has many decades of experience; having worked on major UK and international infrastructure projects, including more than 30 offshore wind farms – totalling more than 32GW – and large scale tidal lagoons. The team’s expertise spans all phases of a project’s lifecycle; from site selection, through development, construction and operation, as well as hands on experience acquiring/divesting offshore wind projects, preparing successful competitive lease bids, and securing long term Power Purchase Agreements.

Ian Stout

Managing Director, Lisarb Offshore

Ian Stout

Ian has worked for 25 years in the clean energy and renewable sectors with extensive experience in delivering major projects. Before joining Lisarb, Ian was managing director at Prosperity Energy, a renewable energy developer. In addition, Ian has held positions as UK MD of Seawind Ocean Technology, a manufacturer of integrated floating wind turbine and green hydrogen systems as well as Vice President of Strategy & Development at Wood Group, a multinational engineering and consultancy business.

Ian’s experience spans across the project lifecycle from stakeholder engagement, tailoring a solution to win work to programme delivery and operations. He is highly experienced in the complex public and private auction processes and has a high rate of success.

Jamie MacDonald-Murray

Chairman, Lisarb Global & Lisarb Offshore

Jamie MacDonald-Murray

Jamie is the co-founder of Lisarb Energy and has been central to its success in building their portfolio of 4.6 GW of solar and wind projects in Brazil and Portugal. He has lived and worked in Brazil for the past 20 years which has provided him with a deep understanding of the country’s energy sector and enabled him to develop relationships with key stakeholders throughout the development lifecycle.

Jamie has utilised his strong relationships to enable Lisarb to successfully enter into PPAs for 240 MW of solar projects and to enter into negotiations for PPAs for a further c2GW of solar projects in Brazil and Portugal.

Wayne Page

Wayne has spent thirty years in the finance sector and in his previous role as the Managing Partner, he built a tax advisory business for a top ten accountancy firm. He has advised high-profile business clients both in the UK and internationally, personally and professionally. He holds a number of professional qualifications including MLIA (Dip), MIFP, FPC and IIA.

Ioan Jenkins

Executive Business Growth Director, Lisarb Offshore

Ioan Jenkins

Ioan began his career in opencast mining. He has held CEO and other senior executive positions for over 30 years including acting as Development Director for Tidal Lagoon Power, the developers of Swansea Bay Tidal Lagoon. He was instrumental in securing the DCO for Swansea Bay Tidal Lagoon; leading on the development of a UK supply chain and all stakeholder engagement including political lobbying and media representation.

Ioan is exceptionally well-connected and has recently been appointed as Chair of the UK Tidal Range Alliance.

David Garner

Development Director, Lisarb Offshore

David Garner

David is a renewable energy professional with 20 years of experience in managing multi-disciplinary teams on marine projects. He has strong expertise in developing Offshore wind projects, having worked on more than 20 offshore wind farm projects, across every phase of a project’s lifecycle; from site selection, development, construction, and operation.

David is also chair of a Community Energy group, and a board member of a Sustainable Energy Co-op.

Nick Palmer

Executive Technical and Engineering Director, Lisarb Offshore

Nick Palmer
Nick’s primary focus is the offshore renewables sector, with 17 years’ experience executing major energy schemes – including floating renewables projects – from concept inception through to offshore installation and commissioning.


With a masters degree in Naval Architecture from Southampton University, Nick’s expertise lies primarily in floating energy, mooring, and naval architecture disciplines.  He is also experienced in offshore campaigns across Europe and S. E. Asia, including FPSO, turret mooring, riser and anchor installations.


Nick was appointed a Director of London Marine Consultants in October 2012, where he manages major projects and supply chains including, most recently: the detailed design of a vertical axis floating wind spar; FEED for a semi-submersible twin turbine floating wind platform; consultancy studies for a tension leg floating wind and wave platform; and numerous floating lidar mooring systems.

Keith Daly

Commercial Director, Lisarb Offshore

Keith Daly

Keith has a wealth of project-based expertise utilising FIDIC, NEC, bespoke forms of contract and has advised multi-national clients on their bid strategy, competitive auction processes, contract management, adjudication, arbitration and dispute avoidance matters in the renewable energy sector.

Keith was instrumental in the formation of Quantum Energy and its philosophy to support global energy policies in the renewable energy sector, specifically the global offshore and floating wind markets.

Maf Smith

Regulatory Director, Lisarb Offshore

Maf Smith

Maf has strong experience in the development of options for complex renewable energy projects, including the development of supply chains that will adhere to local and national policy.

Maf was previously Deputy CEO of RenewablesUK and CEO of Scottish Renewables.

Maf supported DECC in the delivery of the CfD and Electricity Market Reform, and when at RenewableUK, led sector engagement and lobbying on its implementation.

Maf is currently Vice Chair of the Global Wind Energy Council’s Floating Offshore Wind Taskforce and a specialist Advisor to the UK House of Commons Environmental Audit Committee.

Caio Duarte

Caio has over 20 years experience in financial structuring and projects for companies in the energy, real estate, aviation, industry, transport, engineering and payment methods sectors.

During this period, Caio worked in the management of cash flow, issuance of debt securities, investment portfolio management, structuring of guarantees, relationships with external auditors, controllership, investor relations, fundraising, negotiations with financial institutions, debt management and restructuring, forecasting, accounts payable and receivable, budgets, personnel department, cost analysis, pricing, IT, investment analysis and ERP implementation.
